The short answer
Choose public RAG datasets by the capability they test and the labels they provide. Keep a local task set alongside them, and do not treat a public benchmark score as evidence that your application handles its own documents and users.
What to take away
- Match labels to the evaluation question.
- Verify dataset terms and revisions.
- Keep local failures in the test suite.

Distinguish retrieval and answer datasets
BEIR evaluates retrieval across heterogeneous tasks, while RAGBench provides an explainable RAG benchmark framing. Neither name alone tells you whether a dataset contains the evidence, answers, permissions, or conversation structure your application requires. Inventory corpus, queries, relevance judgments, answer references, and any claim-level labels before importing examples. A retrieval dataset can help diagnose search without providing a valid gold answer for your generation task. Record those missing labels rather than fabricating them during conversion.

Build a task-to-dataset selection sheet
For an authored policy assistant, list three requirements: find an applicable clause, combine a regional exception, and abstain when the approved corpus lacks a retention rule. A public single-hop retrieval set may inform the first requirement but not the others. The selection criterion is coverage of a declared capability, not popularity. Keep the local exception and absence cases in the evaluation even if a public dataset offers thousands of additional easy examples.
Inspect provenance and allowed use
Open the dataset’s official record and verify its version, origin, license or terms, and intended evaluation split before use. Do not infer permission from a repository being public. Check whether documents contain personal data or source restrictions relevant to your handling policy. Preserve dataset IDs and hashes with any transformations. If a license or access condition remains unclear, document the gap and select another source rather than presenting the dataset as automatically approved for every commercial workflow.
Control contamination and adaptation
Public examples may have influenced model training or prior tuning. Their scores remain useful for defined comparisons but should not be described as uncontaminated estimates of novel-task performance. Keep untouched held-out examples and record any development use. When adapting a query or answer, preserve the original ID and describe the transformation. A rewritten benchmark example is not automatically a representative production case, and a synthetic variant can inherit the same narrow assumptions as its source.
Report separate evidence rather than one grand score
Show results by dataset, task slice, and local critical cases. Do not merge incompatible relevance labels or answer measures into an unexplained average. Use public datasets to expose general failure patterns and local examples to test product-specific decisions. Include unsupported capabilities and known label limitations in the report. A worthwhile catalog helps the team decide what evidence to collect next; it should not become a list of benchmark names that implies coverage the evaluation does not actually provide. Check whether the public task actually permits the evidence your application supplies; extra documents can make an adapted score incomparable with the original benchmark.
Limits of the evidence
This guide is a selection method, not an exhaustive dataset catalog or legal clearance. No public benchmark was downloaded, executed, or used to claim application performance.
Common questions
Can BEIR provide all RAG answer labels?
No. Inspect each dataset’s actual schema and distinguish retrieval relevance from generated-answer acceptance.
Should public benchmarks replace local cases?
No. Keep local permissions, temporal rules, workflow failures, and unanswerable questions that public sets do not represent.
